A report was presented to the meeting, which is attached. CPO will be added to the list of officers in the constitution. A box will be added to league match scorecards for team captains to declare any players under 18 (juniors). Clubs to send list of junior members and coaches to Sam by 1st October. Coaches and referees are to be disclosure checked. Sam needs to have the relevant forms filled out for each junior member before they can play in a league match.				Ian   Nick     Clubs
PUBLICITY:
A fairly typical year, i.e. inconsistent and irregular interest especially by the Cambridge Evening News. A change of editor mid-season did not help. They published (sometimes 2 or 3 weeks late) National League match reports and some local league reports but often ignored special reports on Knights Juniors, which is strange. There were some photos including the worst one of the year (Alice Kempski, Cambridge Youth Tournament).There were several articles (and a reasonable photo) on Lia Matthews and the World Games. The match results were sometimes published in the Monday edition and the match fixtures were sometimes published in the Friday edition. Cambridge, as always, was well reported in the BKA magazine, including, for example, the article/photo about Andy Rutter (100 NL appearances) which the CEN had ignored. I do send occasional items to the BBC local radio but don't know if anything is broadcast. I do hand out copies of newspaper reports at the  CKA meetings. I hope they are distributed to interested parties.

4) CKA subscriptions
Subscriptions for a club’s 1st team will be raised from £35 to £40. Subscriptions for a club’s 2nd and subsequent teams will be raised from £20 to £25.

The club-school link paid position will be filled by Lee Matthews who volunteered at the juniors meeting.   The CKA accounts will be audited by Darren Payne.

CPO Report

CKA Child Protection

What I have done:

• Prepared a pack for each Korfball club detailing what paperwork needed to be completed  to meet the child protection policy. I photocopied each form needed and issued the packs (at my own expense) with a deadline to receive the information. I then chased this information twice - once through email and once through the CKA meeting
• I chased the BKA for a disclosure check number on many occasions throughout the year.
• Prior to the Youth Development Meeting I set up a Excel spreadsheet detailing what forms and information I had received, and what I needed. This was then emailed out for clubs to identify any gaps and supply the information required.
• Obtained the number needed from the BKA to apply for free disclosure checks and issued this out to clubs to ensure their coaches and CPO's applied for their disclosure check

 

What has been achieved:

• With the initial packs there was a response fromLions with forms completed, City with some forms completed (many missing), others sent nothing back to me.
• The BKA have issued us a number for checks, to my knowledge only lions coaches and one other coach in Cambridgeshire have applied the rest have not done so even though this was emailed over a month ago
• My email with the Excelspreadsheet received a response from Howard arguing that they don’t want to have a CPO and uni who wanted guidance on their position (the only club which is largely unaffected) – it is unacceptable

 

As things currently stand:

·       Forthe majority of clubs I have no CPO contact, and those I do have details of,they have never responded to information sent

·       I havethe details of some kids, but I have no confirmation that the details I have are comprehensive and correct (knights have never supplied any information)

• I have been passed little if any information on coaches (what I have gathered is largely through myown knowledge and not from anything supplied from the clubs)
• Paperwork is incomplete, and now largely out of date
• The CPO for the BKA is a new lady who O have contacted 5-6 times and who has failed to respond to any emails sent to her. Jackie Hoare is looking in to this for me.

 

Problems with the position:

• The CKA have minimal interest in the position, they only have it because they have to
• There is little, if any respect given to me as Child Protection Officer.If I am to be ignored by people then I will never be able to do this job properly. Clubs rarely respond, and when they do it is generally to complain. They tend to see child protection as an inconvenience.
• Clubs do not understand the implications of not completing the necessary forms and checks - they are ignorant of the fallback if a situation with a child arises - they have a responsibility.
• The position haslittle or any power – if people choose to ignore me, there is nothing I can do. Something which puts me in a position I am not willing to remain. If anything happens to a child, I will be expected to show that everything that could be done to prevent it had been done - I can not do this

The future:

• You intend to widen youth participation – this would be the worst thing you could do in the current situation.

• I am not prepared to carry on with the position in its current format – you either replace me with someone who is stupid enough to accept this position (and the potential liability) as it currently stands. Or, you give child protection the respect it deserves and think seriously about how this position needs to change for clubs to meet their responsibilities.
• Finally, clubs should be banned from playing until they have supplied all paperwork for all coaches, children and CPO’s - I feel this radical move is the only one that will work - it can't be ignored.
