RESULTS:

Tigers ended their NL season in 3rd place just missing out on the play-offs.

After a difficult start and 3 defeats by just 2 goals, Tigers were the in-form team by the end finishing with 10 straight wins.

City finished in a credible 5th place.

Next season, City and Tigers will be competing in the newly formed South Eastern Regional League.

And Lions, Vikings and Phoenix will be entering the Midlands Regional League.


In Division One of the local league, Tigers 6 year reign at the top was ended by City in a pulsating end to the season.

A packed Perse saw City race into an amazing 9-2 half time lead only for Tigers to peg it back to 11-10 by the end but it wasn’t enough and City took the title.

At the bottom, Phoenix 2 were relegated with only 1 win from 14 matches and Tigers 2 ended up in 7th place and the play-offs.


In Division Two, Lions Two ended the season in 1st place with 39 points out of a possible 40 and will go into Division One for next season for the first time.

Vikings One were the only team to manage to take a point off them as they finished in 2nd place and the play-offs.

At the bottom, Vikings 3 finished in last place with Vikings 4 just above them.


In the Division One-Two play-offs, Tigers Two faced Vikings One for the right to stay in/go into Division One and the two results could not have been closer.

Tigers edged the first match by just a single goal and in the return match, it was a draw.

Both teams played well and it was a shame that there had to be a loser.

So Tigers Two will stay in Division One for next season and Vikings One will be aiming for winning Division Two next season I’m sure.


In the Development League, City Five finished 2 points ahead of Lions Four with Tigers Five bringing up the rear.

Scorecards

The existing results system has proved successful yet again and all scorecards have made it to me safely this season in one format or another (mainly post, sometimes email, sometimes scanned).

There’s still a few scorecards that do go missing for one reason or another and need chasing up.

But generally referees and captains have made my job fairly easy so thanks to everyone for doing that.

I would still urge all people to send the scorecard immediately after the match rather than waiting a few days just in case you can hand deliver it.

It only takes 5 seconds to stop at a post box and post it.

Next season, I’m hoping (providing I’m re-elected) to move into the 21st Century and provide a means of submitting scorecards electronically via the internet.

I still plan to have printed scorecards next season but to save a bit of money, they probably won’t have a stamp on.

That’s providing I find time to create the web page … watch this space!!

On 27th July 19 people attended a Level 1 Coaching Course and according to the BKA questionnaire, it went very well.

I now have to do the practical assessments and hope that City, Phoenix, and Lions will get back to me as soon as possible to make arrangements for this.


I have had no response from Steve Barker as yet re holding a Technical Course, but I do know that he is/will be in Cambridge more frequently now, so perhaps we can get something organised in the near future.

2. ELECTION OF AN HONORARY AUDITOR

3. REVIEW OF THE AREA DEVELOPMENT PLAN

It was agreed to adopt the EKA template.


To reduce the load on Senior and Junior Development Officers Senior and Junior Sub-committees will be formed. Progress against goals in the development plan and resulting tasks will be tracked at committee meetings. These points will be added to the plan.

4. 2009/10 REGIONAL LEGAUE

After discussion is was agreed that Option '2. Form a regional league with the Norfolk.' was the least favoured option. There was no consensus or majority opinion on which of the other 2 options was most favoured. This will be added to the Area Development Plan.

5. BUDGET AND LEAGUE ENTRY FEES

The budget was approved. League fees will remain the same as last season.


6. AMENDMENT TO THE CONSTITUTION

3.1.The Association shall affiliate to the [British]{English} Korfball Association ([B]{E}.K.A.)

13.VOTING AT {COMMITTEE} MEETINGS


[13.3.In the event that the vote is to change an existing policy (e.g. this constitution, the league rules) then 50% of those present must vote in favour for the change to be passed. In other votes a straight majority shall decide the outcome.]


13.9. [Quorum a)] The quorum for Executive Committee meetings shall be six [voting] members {of the Executive Committee}.


{14.VOTING AT GENERAL MEETINGS

14.1.All full member clubs of shall have one vote per representative up to a total of two votes (representatives).

14.2.The chairperson shall have the casting vote in the event of votes being called equal.

14.3.In the event that the vote is to change an existing policy (e.g. this constitution, the league rules) then at least 50% of voting representatives must vote in favour for the change to be passed. In other votes a straight majority shall decide the outcome.

14.4.Voting will be by show of hands unless a secret ballot is demanded by more than 33% of voting representatives present.

14.5.No one individual may cast more than one vote on any one resolution.

14.6. The quorum for General meetings shall be 50% of possible member representatives i.e. equal to the number of full member clubs.}

4.1.3 Number of '1st team' players allowed {on the pitch at the same time}.

3.2.2 At the end of the season, all 2nd place teams in {each division} (excluding Division 1) will compete in play-off matches against the team 2nd from bottom in the division above. [The winner of the play-offs will be promoted. The loser of the play-offs will be relegated.] {If the team in the lower division wins then for next season's league the team from the higher division is ranked below the 1st place team in the lower division, but above the bottom team from the higher division. In the team in the higher division wins then there is no change to the team rankings.

D1 result : A1 (1st), A2(2nd), A3(2nd from bottom), A4(bottom)
D2 result : B1(1st), B2(2nd), B3, B4

If B2 beats A3 in the play-offs the team rankings for the next season's league are :-

11. CHANGE TO LEAGUE RULES

[4.1.7 Eligibility of players playing in the BKA National League to play in the CKA league:


4.1.7.1 If a player plays in the BKA National League for Cambridge Tigers KC during the course of a season, they may only play in the CKA league for Cambridge Tigers KC in that season. The only exception is if they formally transfer to another club participating in the CKA league, including transferring their BKA registration, therefore barring them from further playing for Cambridge Tigers KC in the National League (and subject to clause 4 below).


4.1.7.2 If a player plays in the BKA National League for Cambridge City KC (the "Composite" team) during the course of a season, they may not play in the CKA league for Cambridge Tigers KC in that season. The only exception is if they formally transfer to Cambridge Tigers, including transferring their BKA registration, therefore barring them from further playing for Cambridge City KC in the National League (and subject to clause 4 below).]


12. CHANGE TO LEAGUE RULES

1.1.2.5 Matches should be rescheduled [for a day no later than 4 weeks] {as soon as possible} after the original fixture date and before [one week after ]the end of the season[, whichever is earlier]. The home captain must suggest [three]{one} or more suitable dates to the Fixtures Officer[, within 2 weeks of the original fixture date]{in a timely fashion}. The Fixtures Officer will check the dates for clashes with existing fixtures[. A clash is another fixture involving the home or away team within 32 hours of the proposed date. If there are no clashes]{and if} the dates [will be]{are} deemed suitable [and] the dates will be offered to the away team by the Fixtures Officer. The away team must select one of the dates[, within 48 hours, unless there are exceptional circumstances e.g. club attending Korfball tournaments all the dates. Failure to respond within 48 hours will be deemed to be acceptance of any of the dates]{in a timely fashion}. Inability to field a full strength team will not be considered to be a valid reason for rejecting a date. The Fixtures Officer will then notify home captain and the referee.



13. CHANGE TO LEAGUE RULES

{1.2.7 In the event that a team gives less than the required 72 hours notice due to unforeseen circumstances (e.g. road closure or adverse weather) then the following 3 CKA Officers : Fixtures Officer, Results Officer and Chair (the 'league sub-committee') will agree which team is responsible for the hall fees and referee's fee and whether or not the match should be replayed, a walkover victory awarded or the match declared void (no score or goals to either team).}


Post meeting note : the 72 hours notice was subsequently changed to 7 days, although specific text for the above clause was not presented at the meeting.


14. CHANGE TO LEAGUE AND DEVELOPMENT LEAGUE RULES

3.1.2 For those teams tied on points then league positions will be decided by the goal difference{s between all teams}, then by {the} goals scored{ between all teams}.

{4.1.2.12 Matches that do not get played, for whatever reason, do not count towards Status.}


16. CHANGE TO LEAGUE AND DEVELOPMENT LEAGUE RULES

1.1.2 If a team is unable to attend a fixture, that team must give at least [72 hours]{7 days} notice of the postponement to the opposing team AND the Fixtures Officer. The Fixtures Officer will then decide if the match should then be rescheduled by the home team.

1.1.2.3 Teams giving less than the required [72 hours]{7 days} notice to the opposition will be responsible for the FULL cost of the hall fees for the cancelled match, regardless of whether that team was playing home or away.

1.1.2.4 Failure to give the required [72 hours]{7 days} notice to the opposition will also result in the opposing team being awarded a walkover victory for the fixture.


17. CHANGE TO LEAGUE AND DEVELOPMENT LEAGUE RULES

1.1.2 If a team is unable to attend a fixture, that team must give at least 72 hours notice of the postponement to the opposing team AND the Fixtures Officer. The {following 3 CKA Officers : }Fixtures Officer{, Results and Chair (the 'league sub-committee')} will then decide {by agreement} if the match should then be rescheduled by the home team.
1.1.2.6 Any problems regarding rescheduling of a fixture, including disagreements between clubs, should be referred to the {following 3 CKA Officers :}Fixtures Officer{, Results and Chair (the 'league sub-committee')}. [The Fixtures Officer]{The league sub-committee} will then {agree to} take action to either ensure the match is played or that any necessary disciplinary measures are taken. Once the [Fixtures Officer]{league sub-committee} has been asked to intervene their decision will be final.
1.3.3 In either of the above circumstances, the Results Officer must be informed. The
{following 3 CKA Officers : Fixtures Officer, }Results Officer[’s]{ and Chair (the 'league sub-committee') will agree and make a] decision about the nature of the abandonment {. This decision }will be final.
5.1.1.1 All matches must be played by the end of the half of the season in which they were scheduled to be played by the Fixtures Officer, i.e. all first half matches must be played by 31st December and all second half matches must be played by 30th April. Results for matches which have not been played in time will be decided by the agreement of the following 3 CKA Officers, Fixtures
{ officer}, Results{ officer} and Chair{ (the 'league sub-committee')}.

5.3.2 In all matters relating to the league, the decision of the {following 3 CKA Officers : Fixtures Officer, }Results Officer{ and Chair (the 'league sub-committee')} will be final.


18. CHANGE TO LEAGUE RULES

4.1.9 A player {transferring between any clubs} may not play for any [other ]club in the CKA league [in the current season ]until the player has discharged his/her financial responsibility to the club they are leaving.


19. CHANGE TO LEAGUE AND DEVELOPMENT LEAGUE RULES

4.3.4 Matches shall nominally consist of 5 minutes warm up, {plus} 2 halves of 25 minutes {(excluding timeouts), plus} 2 minutes for time-outs [with]{,plus} 3 minutes for half time{ i.e. 60 minutes in total. If less than 60 minutes is available then the half time may be shortened by 1 minute, after which the halves must be shortened. Warm up time should always be at least 5 minutes for both teams}.


20. CHANGE TO LEAGUE AND DEVELOPMENT LEAGUE RULES

5.1.1 The [first half of the ]season is defined as being between the dates of the [30th]{1st} September and the 31st [December of the year in which the competition commences. The second half of the season shall be between the 1st January and the 30th April]{May} of the following year.
5.1.1.1 All matches
{, excluding play-offs,} must be played by the end of the [half of] the season[ in which they were scheduled to be played by the Fixtures Officer, i.e. all first half matches must be played by 31st December and all second half matches must be played by [30th April]. Results for matches which have not been played in time will be decided by the agreement of the following 3 CKA Officers, Fixtures{ officer}, Results{ officer} and Chair{ (the 'league sub-committee')}.
{5.1.1.2 All play-off matches must be played by 31st July i.e. 2 months after the end of the season. Results for play-off matches which have not been played in time will be decided by the agreement of the following 3 CKA Officers, Fixtures, Results and Chair.}


21. CHANGE TO LEAGUE AND DEVELOPMENT LEAGUE RULES

{2.1.5 All referees must have applied for a CRB check via the EKA i.e. their CRB check application must have been signed off by the CKA local signatory. If the referee provided by the club allocated the fixture has not applied for a CRB check via the EKA then the club will be fined £10. This rule will be effective from 1st January 2009.}

After discussion the above modified text was proposed and voted upon : 6 for, 1 opposed and 2 abstentions.


22. CHANGE TO DEVELOPMENT LEAGUE RULES

Make section '1.1 Match Cancellations and Rearrangements' of the Development League rules identical to the corresponding section of the League rules.



AOB:

It was noted that not all clubs were represented at the AGM. This makes it difficult to make decisions which affect all clubs e.g. Regional League for 2009/10. It was proposed to introduce measures to penalise clubs for not sending representatives to the AGM. Jayne to draft specific text for the constitution for discussion at the next committee meeting. This could then be implemented at an EGM.


There is a similar attendance problem at committee meetings. Jayne to look at specific text for this too.


The idea of changing the play-offs from 2 legs to 1 match at a venue with the date set long in advance was agreed at the last committee meeting. However, no text for this change had been drafted. Adam to draft specific text for presentation to an EGM.


Post meeting note : At the last CKA meeting the idea was agreed in the case when illegal players are fielded in matches to give the non-offending team the choice of the match result (with the illegal player) or a walkover, after the match has been played. However, no text for this change had been drafted. Howard to draft specific text for presentation to an EGM.
