ACTIONS FROM PREVIOUS MEETINGS:

City, Lions, Tigers need to find trophies and pass them to the winners. Division 2 : City 2 2005/6, Tigers 3 2004/5. Development League (Division 3) : Lions 3 2005/6, Knights 1 2004/5).

City have received the Division 1 trophy from Tigers.

The Division 2 and 3 trophies seem to be lost. Lee to look into trophies and shields. It was suggested that trophies or shields should be engraved with the winning teams and years.

Lee to find date and hall time for level 1 coaching course – 6 hours on a Saturday or Sunday. Sunday 13th July (preferred by Lee, but this is also National Youth Day) or Sunday 27th July. Lee to email out dates.

A course is being run by Hugh Barker in Milton Keynes on Saturday 5h July.

Sara to email ARU again in regards to maybe putting on 'learner' sessions at start of next academic year.

Andy to email referees about safety responsibilities at start of next season.

Howard to email clubs about vacant roles – done.

CHAIRMAN: ACTIONS?

Janine has volunteered to take on the CPO role – appointed.
Tracey has volunteered to fill the role of Publicity Officer – appointed.

SECRETARY:

Nothing report.

TREASURER:

Accounts attached.

2 Ref fines (Phoenix and Tigers). Both paid.

FIXTURES:

Organising play-off games is proving time-consuming, as clubs end up wanting to check all their players are available. I am considering the viability of in future having a one-legged play-off with a fixed date/venue at the start of the season to avoid the hassle.
Adam to produce proposal for rule change with text changes for AGM.

Howard

4. MK BUCKS ENTERING CKA LEAGUE

MK Bucks haven't yet made a decision about whether to apply to join. They'd like to enter Division 1 only.
After discussion it was agreed that the CKA would have the following conditions for MK Bucks entering the CKA League Division 1 :-
  • entry would be on a 1 season trial basis with a review at the end of the 2008/9 season.
  • The Mk Bucks home venue must be in Cambridgeshire
  • Mk Bucks must win a play-off match against the winners of the Division 1/Division 2 play-off match between Tigers 2 and Vikings 1.
  • MK Bucks referees must meet the CKA standard, as mandated by the CKA League rules – 'CKA approved' : passed EKA Theory and had a CKA practical mentoring/assessment

5. CAMBS COMPOSITE NL TEAM

City are withdrawing from this.
Phoenix and Lions will enter teams into the unofficial Midlands Regional League next season.
There was discussion about whether the CKA League should introduce restrictions on 'NL (South Eastern Regional League) Players'. As the regional league setup for the 2009/10 has not yet been decided – the EKA is only running the SERL, which is replacing NL division 1, for 2008/9 – it was felt that restrictions should not be introduced for 2008/9.
It was agreed to wind up the Cambridgeshire composite NL team. All funds and assets will be transferred to the CKA.
There are monies outstanding from players due to the Cambridgeshire composite NL team. It was agreed that these monies must be paid and that the CKA would look at preventing players who don't pay outstanding money from playing in the CKA League.

6. CKA SUMMER TOURNAMENT

Would any club(s) like to run this ?
No club was forthcoming.

7. WARM UP TIME

Phoenix were denied access to Littleport to warm up before a match, but the opposition did make use of the hall for this purpose. Phoenix feel this is rather inhospitable.
Lions explained that their booking is from 8.15 pm, but that the sports centre allows them to enter the hall before for the purpose of cleaning up after archery. It is a condition of the booking that no-one is supposed to enter the hall for the purposes of warming up before 8.15 pm.

8. LEAGUE RULE CHANGE PROPOSAL REGARDING PENALTIES FOR FIELDING INELIGIBLE PLAYERS

Purpose of rule change: To ensure no disadvantage to teams that play within the rules of the CKA league when applying CKA league rules.
Proposed changes additions in bold italics and {}s :-
4.1.5 Any team fielding an ineligible player shall be deemed to have lost the match and the match will be awarded to the opposition as a walkover victory
{AND, where the CKA committee deems this was done knowingly, the team shall be deducted 2 points AND the club shall be fined £20}.

4.1.8 A player who holds a BKA registration with a club not affiliated to the CKA or an affiliation with a club belonging to any other national korfball association recognised by the International Korfball Federation, and who does not hold a registration with a club affiliated to the CKA, may not play in the CKA league.
{Any team fielding an ineligible player shall be deemed to have lost the match and the match will be awarded to the opposition as a walkover victory AND, where the CKA committee deems this was done knowingly, the team shall be deducted 2 points AND the club shall be fined £20.}

There was discussion about how to the CKA committee would decide if something was done 'knowingly'.
It was suggested that punishing the offending team may not always be the best penalty as other teams, possibly from the same club, could benefit from a walkover result.
It is possible for illegal players to be played accidentally due to misunderstandings over the status rules and this has occurred in the past. The non-offending team can also be disadvantaged in these
situations.
It was proposed and agreed that a better solution may be to give the non-offending team the choice of the match result (with the illegal player) or a walkover, after the match has been played.
It was suggested that the present rules preventing players registered with clubs outside the CKA conflict with the EKA rules and constitution.
A proposal with rule text changes will be made at the AGM.

Howard

9. PROPOSAL TO CREATE A NEW RULE WHEREBY ALL CLUBS WITH THREE OR MORE TEAMS IN CKA DIVISIONS 1 AND 2 MUST ENTER A TEAM IN THE DEVELOPMENT LEAGUE.

There was discussion about the Development League.
It was suggested that the Development League could be replaced by Development Teams, which would play in the lowest CKA League division.
The majority opinion was that the Development League should be left as it is.

10. COACHING COURSES.

Lions would like a level 2 coaching course., that does not involve the participants taking a week's holiday.
The EKA at present do not have such a course. They did start to modularise level 2 and the CKA did run level 2 part 1, but the EKA did not continue with this.
It was suggested that Steve Barker's school of excellence would be an alternative. Lee to contact Steve and invite him to run this before next season.

Lee

11. REFEREEING COURSES.

Lions would like some practical refereeing courses.
Alan Lewis did run a practical course in Cambridge in the past.
Andy to arrange a practical course.

Andy

AOB:

South Cambridgeshire contacted City about running a week of sessions at Bassingbourn in July. City will try to support this. It may be an opportunity to start a new club.

Lions need a 2.5 m post for junior shooting practice for their tournament. Janine offered a 4 piece portable post

NEXT MEETING:

AGM, July, TBD.
